Public policy rarely exists outside politics. Governments respond to public pressure, elections, economic conditions, movements and changing political incentives. That is not a secret, but it is easy to forget.
The meme asks why action is happening now rather than earlier. Timing can reveal what pressures are shaping a decision and whose concerns have suddenly become important.
Citizens should be able to ask these questions without being dismissed as cynical. Understanding political incentives helps us understand policy. Accountability means asking not only what a government does, but why it chooses to do it when it does.
